تهران بهعنوان پایتخت تجلیگاه سیاست حافظه‌ی دوران پهلوی است. به سبب این سیاست، حافظه‌ی شهری تهران خود همه‌ی منازعات نشانگان هویتی را بازگو می‌کند. این منازعات حتی در میان معماران و تندیسگران مطرح آن دوران هم برقرار بوده است، اما معماران و تندیسگران پناهنده‌ی قفقاز فرصت بیسابقه‌ای در دوران پهلوی برای آفرینش هنر شهری پیدا کردند. این هنرمندان خیلی پیشتر به دلیل سکونت در امپراتوری تزاری و عثمانی با مظاهر نوآوری1غربی آشنا شدند و تعداد بسیاری از آنان در اروپا تحصیل کرده بودند. این هنرمندان با این پیشینه‌ی فرهنگی توسط هنرمندان سنتی پذیرفته نشدند و از طرفی فشار نوسازی پهلوی تهدید و فرصت همزمان برای آنان شد. معماران ارمنی با ساخت بناهای عمومی در جنبش نوآوری معماری پیشتاز شدند و تندیسگران آذری با ساخت مجسمه‌های شهری به هنر دوران هخامنشی و ساسانی بازگشتند. حافظه‌ی شهری تهران تلفیقی از نمادهای بصری ارمنی، آشوری، نوین2 و ایران باستان شد. در این مقاله با روش نشانهشناسی عناصر بصری پانزده اثر (ازجمله بنا و تندیس) دوران پهلوی بررسی شد. سیاست حافظه‌ی پهلوی تلفیقی از حافظه‌ی هویتی ارمنی و آذری با باستان‌گرایی3 در حافظه‌ی شهری به یادگار گذاشته‌است. این تلفیق دارای نمادهای مسیحی و ارمنی بسیاری است که میراثی فرهنگی و  نمونه‌ای از تجدد ایرانی در هنر است. امید است که این دست پژوهش‌ها باعث بازنگری جدی در سیاست‌های حفاظت و بهسازی بافت‌های میراث‌فرهنگی ایجاد کند.
