fa برنامه‌ ریزی حفاظت و توسعه یکپارچه فضاهای شهری بر مبنای مؤلفه‌ های منظر شهری <p style="font-style: normal; text-align: justify;"><span style="font-size:14px;"><span style="font-family:IRANsans;">رویکرد متأخر، حفاظت را به‌عنوان &laquo;مدیریت اندیشمندانه تغییر&raquo; تعریف می‌کند و یک رویکرد مبتنی بر چشم‌انداز را نسبت به مدیریت میراث فرهنگی توصیه می‌کند. توصیه&nbsp;یونسکو (۲۰۱۱) در ارتباط با منظر شهری تاریخی <span dir="LTR">Historical Urban Landscape</span> (<span dir="LTR">HUL</span>) رهنمودهایی را درخصوص رویکرد مبتنی بر چشم‌انداز در سطح بین‌المللی ارائه کرد که در حال حاضر تا حدی توسط دولت‌های ملی و محلی اجرا می‌گردد. پژوهش حاضر با هدف توسعه یک چارچوب ارزیابی نسبت به تبیین تفاوت‌ها و شباهت‌هایی بین سیاست‌های موجود محلی و شیوه‌های مدیریت و توصیه شوندگان توسط روش منظر شهری تاریخی، برای چهار متغیر تعریف‌ شده شامل صفات (چه)، ارزش‌ها (چرا)، ذی‌نفعان (چه کسی) و استراتژی‌ها (چگونه) صورت گرفته است. چارچوب ارائه‌شده در این مقاله آشکار می‌کند که چگونه میراث فرهنگی در چارچوب سیاست تعریف‌شده، هم از جنبه میراث ملموس و ناملموس و هم در ترکیب آنها بررسی شده است و انتظار می‌رود تا میزان انحراف از جوانب مختلف را مانند سطح اجرا رویکرد <span dir="LTR">HUL</span> و مانند آن تبیین کند. این فرایند به‌ منظور حفاظت و کنترل تحولات منظر شهری تاریخ در قالب اقدامات شش‌گانه شامل انجام بررسی‌های جامع و نقشه‌ برداری از منابع شهری، رسیدن به اجماع با متصدیان، بررسی آسیب‌پذیری منابع شهری، یکپارچه‌سازی ارزش‌های میراث شهری، بررسی میزان آسیب‌پذیری آنها در چارچوب توسعه&nbsp;گسترده&nbsp;شهری، اولویت‌بندی اقدامات حفاظت و توسعه و ایجاد همکاری مطلوب در چارچوب‌های مدیریت محلی پیشنهاد شده است. این چارچوب با استفاده از روش‌های مطالعات موردی می‌تواند آزمایش شده و در مقیاس گسترده‌تر به‌عنوان یک ابزار نظارت، برای نظارت بر تغییرات در سطح برنامه‌ ای برای مدیریت حفاظت و توسعه شهری ملاک عمل قرار گیرد.</span></span></p> <div style="text-align: justify;"><span style="font-family:Times New Roman;"><span style="font-size:16px;">The recent approach defines conservation as &quot;thoughtful management of change&quot; and recommends a vision-based approach to cultural heritage management. The UNESCO Recommendation (2011) provides a guidance on the international landscape-based approach to the historic urban landscape (HUL). This document is currently partially implemented by national and local governments. The current study aims to develop an evaluation framework to explain the differences and similarities between existing local policies and management practices and recommended by the historical urban landscape method, defined for four variables: attributes (what), values (why), Stakeholders (who) and strategies (how). The framework presented in this paper in the form of a methodological model based on the conservation and integrated development of the historic city reveals how cultural heritage is defined in the policy framework, both in terms of tangible and intangible heritage and in their combination. It is expected to explain the degree of deviation from various aspects, such as the level of implementation of the HUL approach and the like. This process was suggested in order to protect and control the developments of the historical urban landscape in the form of six measures, including conducting comprehensive surveys and mapping of urban resources, reaching consensus with stakeholders, assessing the vulnerability of urban resources, integrating urban heritage values, their vulnerability in the context of large-scale urban development, prioritizing conservation and development measures, and creating favorable cooperation within local management frameworks.
