fa منظر شهری تاریخی؛ مفهوم- رویکرد قرن بیست‌ویکمی گفتمان حفاظت <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:IRANsans;">بیش از یک دهه است که مفهوم-رویکرد منظر شهری‌ تاریخی در پی شدت‌یافتن ضرباهنگ &laquo;تغییر&raquo; در شهرها و بروز آسیب‌ها و معضلاتی جدی در شهرهای تاریخی، از سوی نهادهای بین‌المللی مطرح و در اسناد مرجع گفتمان حفاظت منعکس شده است؛ مفهوم-رویکردی که با تصدیق &laquo;ماهیت پویا و در حال تغییر شهرها&raquo; و تأکید بر لزوم &laquo;مدیریت تغییر&raquo;، دریچه‌ای نو در مواجهه با چالش‌ها و پیچیدگی‌های مدیریت و حفاظت از شهرهای تاریخی گشوده است. با این حال در ایران با وجود شهرهای تاریخی متعدد با بافت‌های ارزشمند، توجه شایانی به این مفهوم-رویکرد، به‌ویژه در ساحت عمل و در هدایت سیاست‌ها و طراحی چارچوب‌های مدیریتی یکپارچه و فراگیر نشده است. بر این اساس، مقاله حاضر با رجوع به منابع و اسناد مرتبط، علاوه بر تبیین و تشریح مفهوم-رویکرد منظر شهری‌ تاریخی و اصول کلیدی آن، با تحلیل توصیه‌نامه ۲۰۱۱ یونسکو، فرایندی را به‌منظور شناسایی، ارزیابی، حفاظت و مدیریت منظرهای ‌شهری ‌تاریخی معرفی کرده است. این فرایند با توجه به مشکلات کنونی در مدیریت شهرهای تاریخی ایران، از جمله تقابل حفاظت و توسعه در سطوح مختلف می‌تواند در هدایت ذات پویای شهر در مسیر حفظ و تداوم منظر شهری‌ تاریخی مؤثر باشد؛ فرایندی که با نگاهی جامع، همه منابع و ارزش‌های موجود را در نظر می‌گیرد و با تأکید بر برنامه‌ریزی مشارکتی زمینه شراکت و مدیریت از سطوح محلی تا کلان را مهیا می‌کند. همچنین آسیب‌پذیری هریک از ارزش‌های میراثی را با مداقه بر تغییر و تحولات در کل شهر مدنظر قرار می‌دهد و درنهایت اقدامات مورد نیاز را با توجه توأمان به دو امر حفاظت و توسعه اولویت‌بندی می‌کند.</span></span><span style="font-family:B Nazanin;"><span style="font-size:12.0pt;"></span></span></div> <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:Times New Roman;">Nowadays, the rhythm of &quot;change&quot; in cities has been intensified and the serious challenges and problems in historic cities have become more and more. Responding to this situation, the Historic Urban Landscape (HUL) approach has been proposed by international institutions which is reflected in the reference documents of Conservation discourse. HUL by acknowledging the &quot;dynamic and changing nature of cities&quot; and emphasizing the need for &quot;change management&quot;, sheds light on facing the challenges and complexities of managing and conservation of historic cities. Despite the numerous historic cities with valuable contexts in Iran, this approach has not been well considered, especially in policy making, practice and designing integrated management frameworks.<br> Therefore, the present article intends to explain the concept-approach of the HUL and its key principles, and introduce a process to identify, evaluate, conserve and manage historic urban landscapes based on analyzing the UNESCO Recommendation that was published in 2011.
