fa میراث جهانی لیورپول، مانع یا محرکی برای توسعه؟ Liverpool's World Heritage, an Obstacle or a Catalyst for Development? جهانی‌ شدن میراث‌ فرهنگی و درنوردیدن مرزهای ملی، در هر کشوری از اهمیت بالایی برخوردار است؛ چرا که ضمن تمایزجویی فرهنگی در جهان، فرصت‌هایی برای توسعه نیز پیش‌روی آنها قرار می‌دهد. تجربه لیورپول اما زاویه دیگری از خوانش دولت-ملت‌ها در نسبتشان با میراث ‌جهانی را روایت می‌کند؛ تجربه‌ای که با اولویت قائل‌شدن برای امر توسعه، میراث ‌جهانی شهر را در محاق قرار می‌دهد. واکاوی و شناسایی نکات و مسائلی که در برساخت این تجربه نقش داشته، معطوف به این پرسش که «چرا در لیورپول منافع توسعه به حفاظت از میراث ‌جهانی شهر ارجح دانسته می‌شود؟» هدفی است که از طریق مطالعه‌ای اسنادی- تاریخی و متکی بر تحلیل محتوا، در این مقاله دنبال شده ‌است. نتیجه مطالعه نشان می‌دهد بروز این تعارض و گذر از میراث‌ جهانی به نفع اهداف توسعه، نخست متأثر از گفتمان نظری حاکم در سطح ملی و محلی است؛ گفتمانی با بن‌مایه‌های توسعه که در رویکرد مدیریتی و نظارتی و ویژگی محتوایی اسناد هدایت و نظام برنامه‌ریزی نیز رخنه کرده ‌است و در وهله بعد، تحت تأثیر ضعف رویه‌ای و محتوایی نهاد حفاظت در سطح بین‌المللی است. بر این اساس، تعدیل و تغییر گفتمانی از گفتمان صرف توسعه به گفتمان حفاظت ‌و توسعه توأمان در سطح ملی و محلی و اتخاذ رویکرد و نگرش مثبت و متعهدانه در ارتباط با میراث ‌جهانی و اصول یونسکو از سوی دول عضو، در کنار ارتقای جایگاه نهادی یونسکو و ویژگی‌های کاربردی اسناد تولیدی آن، راهکارهایی است که به حمایت جامع‌تری از میراث ‌فرهنگی و طبیعی بشر و جلوگیری از بروز چنین تجاربی منتج خواهد شد. World heritage is crucial importance to societies and the great potential to contribute to Development goals. Liverpool's experience, however, sheds light on other aspects of nation-states encounter with cultural heritage. This reflects conservation should be the catalyst for development, not an obstacle. According to this, main Question is, "why in Liverpool, the benefits of development are considered preferable to the protection of the world heritage of the city?”. To answer this question, research methods is Historical study by focusing on national and academic document that published in the research scope and data analyzing accomplished based on content analysis. The result of the study shows that the emergence of this conflict between Conservation and Development is firstly affected by the prevailing theoretical discourse at the national and local level; a discourse with the foundations of growth, which has penetrated into the managerial and supervisory approach and the content characteristics of the managing documents and the planning system. Second, it is influenced by the procedural and substantive weakness of the UNESCO.
