fa واکاوی اسناد مرتبط یک‌صد سال اخیر با هدف بررسی رابطه ارزش و حفاظت در حوزه میراث فرهنگی An Analysis of the Iran related documents of the past 100 years with the aim of examining the relation between value and conservation in cultural heritage میراث فرهنگی به‌ منزله ردپای انسان در بستر تاریخ، دارای ارزش‌های متعددی است که این موضوع متناسب با مقتضیات جوامع و فرهنگ‌های مختلف قابل ‌بررسی و باز تعریف است. یکی از روش‌هایی که امکان ریشه‌یابی این مسئله را امکان‌پذیر می‌کند، بررسی نوع نگاه به موضوع میراث فرهنگی در بستر زمان است که در این میان مطالعه اسناد مرتبط با موضوع در کشور و مرور فرایند توجه به میراث فرهنگی، به‌خصوص گونه‌های ارزش میراث در ارتباط با رویکردهای حفاظتی مورد نظر این پژوهش است. در همین راستا با بهره‌گیری از چهار منابع مطالعاتی در کنار هم (برنامه‌های عمرانی و توسعه، قوانین و آیین‌ نامه‌ها، اساسنامه سازمان‌ها و نهادهای مداخله‌گر و مصاحبه با صاحب‌نظران حوزه نظریه و اجرا) به بررسی فرایند حفاظت از منابع میراث پرداخت ‌شده است. مطالعه همزمان هر چهار ابزار و منبع مطالعاتی در کنار هم و توجه به گونه‌های ارزش و رویکردهای حفاظتی متصورشده در هر سند و هم‌پوشانی تقویم زمانی این ابزارها و منابع مطالعاتی، از نوآوری‌های این پژوهش است. روش تحقیق با توجه به سؤالات پژوهش، کاربردی- عملی است. نحوه گردآوری اطلاعات نیز کتابخانه‌ای، اسنادی و مصاحبه است. مطالعات صورت‌گرفته بر روی اسناد مذکور نشان می‌دهد که در بیشتر اسناد مطالعاتی می‌توان شاهد فقدان توجه به مفهوم ارزش، خاصه ارزش‌های میراث فرهنگی و به‌تبع آن رویکردهای حفاظتی بر پایه ارزش بود. این موضوع منجر به بروز مشکلات بسیاری شده است که لازمه مرتفع‌ شدن معضلات، پیشگیری از وقوع دوباره آن، نیاز به مطالعه ارزش‌محور و ارائه قوانین ارزش مبنا در این حوزه را به منصه ظهور می‌رساند. Cultural heritage, as a trace of human throughout history, has several values that can be explored and redefined subject to the requirements of different societies and cultures. Lack of attention to the values have led to several problems in the preservation process. One possible way to investigate the roots of this problem is to examine the attitudes of various stakeholders towards cultural heritage from the past to the present. The focus of this study is on the study of related documents in the country, the pathology of attitudes towards cultural heritage, and, in particular, the relation between types of heritage values and preservation approaches. To this end, five research instruments were uses to investigate the pathology of the process of heritage resources conservation. Simultaneous study of these five sources and investigation of the types of values and protective approaches in each document and their possible temporal overlap are among innovations of this study. The research methodology was applied-practical based on research questions. Data collection was carried out using library-based and documentary techniques, as well as interview. Studies on the documents indicated that in most of the documents, we can see the lack of attention to the concept of cultural heritage values and, consequently, value-based preservation approaches.
